$1.3 Billion Health Insurance Rebates

Discounts of $ 1.3 billion health insurance should more than 3 million individual policyholders and thousands of employers go this year because of the U.S. President Barack Obama's health care reform law.

Here's how the law works:

- Insurers must spend on individual consumers and small businesses at least 80 percent of the premiums they collect on medical care and quality improvements. The benchmark is 85 percent of premiums for insurance policies covering large employers.

- Insurance companies have rebates if they do not meet these standards.

Who gets refunds:

- Nearly a third of consumers in the individual market will receive discounts of $ 127 on average. These are consumers who are not covered by an employer and buy their policy directly from an insurance company.
